If you just want to change the amount of a bill for an individual bill in a given month, the amount of the Bill should be a link. Clicking on that will open a popup box which should change the Bill amount for that month/bill recurrence only. Clicking on the name of the Bill will edit all recurrences of that Bill. Please let us know if that helps.

Clarification on flucuating bill amounts
This question has been asked, but I am still confused, I'm sorry. This is the answer given to another person:
"For bills that change, first enter an estimated amount then you can change that amount on a per month basis from the My Bills page by clicking on the bill amount link. This will automatically get carried over to your budget. You can then record a transaction against that bill with the updated amount."
With that said, I find that when I follow these steps, it changes the amount on ALL the amounts for the fluctuating bill, making past paid amounts incorrect.
Another person was told that there was a "re-allocation" of bill button on the edit bill page that can change a bill amount for just one month. I can not locate that button either.
