Yes, if the payee imported either matches a previous import or an existing payee name, the category will be preselected to the most recent transaction. Alternatively, at the top of the Payees page you can setup rules so that if the payee name contains one of your rules, the category will be defaulted to the one you choose.

Auto select categories when importing
Is the system able to auto-select the category of a transaction based on the payee name?
It is very hard to check every transaction each time. Many times a simple matching rule would do that.
