Re:This month's income for next month's budget
You'll probably first want to setup your budget as if you are paying it the month it's due since your Bills and the dates of those bills get tied to your budget. If you'd like to save in advance however, this means you essentially have twice as much money for your bills each month so you can setup an additional Income Category on the My Budget page that allows you to allocate funds to in order to plan for the following month. So for example, if you have your power bills for $45 due on the 15th of each month, you'll want to create a Bill on the My Bills page for the 15th and allow the Budget Category to be automatically created on the My Budget page since your actual payment is going to come out the same month your bills is due. Then in a separate Category, create a Power Savings category to plan for next month. You can then split your Income on the My Income page to allocate portions of your Income to each category that is needed in the following month.
This is just one way of handling it since we try to make it flexible enough for you to come up with your own system of tracking your finances.

This month's income for next month's budget
I usually save up this month's incoming money and then the first of the next month, I apply it to the bills for that month. How can I show that in Budget Tracker?
