It looks like what may be happening is that My Bills does not support starting a bill, then stopping a bill and then starting back up again. For now if you want to keep the previous bills you created, you'll need to create a new bill with a new start date. The problem was that when a bill is recorded, the number of the paid bill gets saved so if you change the start date, your 1rst bill will now appear as paid for your first bill on the new date which looks like what may be happening. Also please note that if you delete your bill, the transactions tied to those bills will not get deleted from the My Transactions page.

After following your instructions I also noticed that the amount is incorrect. Originally, I had the recurring bill at 14.99 a month. I then stopped it last year for a little while since I cancelled the service. Then I started back up again at a new price: 12.75. That's what I am expecting to see when I click on the Paid link while viewing paid bills for Feb 2012. But like you said I'm also getting a completely different date.
I'm going to hold off on changing this until I hear back from you so that I don't message up any previous billings that I've recorded just to be sure.

If you click on the "paid" link, it will take you to the transaction that was recorded for that bill. It looks like the transaction has a recorded date in 2011 which is why it's not showing up. We are investigating why the date was not entered for 2/29 instead. If you change the date, it should show up in your transactions.

Recurring bill not recording
I have a recurring bill and configured it to automatically record on pay day (with an "A"). When viewing my transactions, it's not showing up on any account I've listed, but the bill itself is says "paid".
