This most likely is because you're assigning both the withdrawal and deposit portion of the transfer to the same category so they're cancelling each other out. To resolve this, just assign the withdrawal portion and leave the deposit portion empty. This will make sure the transfer appears in your budget.

Transfer with categories issue
I am looking for a way to assign a category to a transfer. Right now I assign the category but it does not appear recorded in the budget.
