Thank you for the feedback. When recording the Bill, if you click on the "record" link instead of the checkbox, you are taken to a new transaction form which allows you to change aspects of that transaction such as amount and the budget month that transaction gets applied to. Once on the new transaction page, click the "Add To..." dropdown and choose "Future Budget". This will record the bill in July but apply the transaction to your August Budget. If the transaction has already been created, you can modify the transaction to change the budgeting month.

Linking bill due dates to that month's budget
Here's the situation.
I have a bill due on August 3. Rather than waiting until then to pay it, I paid it today, July 15. However, the transaction is not reflected August's budget. Because the August bill was the first one recorded in BT, that payment I made is not reflected at all in my budget. I tested a dummy bill, and it showed that if the bill was not the first, it would show that I had gone overbudget in July by paying the bill twice.
I'm not sure if the ideal situation is to link a bill's due date to that month's budget, but it would definitely help in this particular situation.
