In the new design, this is now found under Organization > Tools for instructions on using mobile services.

In the help section, I found this:
How can I view BudgetTracker on my phone? From the Navigation menu, select Other > Send To Mobile. Once your click submit, a message will be delivered to your wireless phone with the URL for logging into BudgetTracker on the phone.
The problem is that I don't know what is meant by the "Navigation Menu," but I can't find "Other" or "Send to Mobile" anywhere.
