The closest thing to view only access is the rss feeds. If you click more- tools from the navigation, you can setup rss feeds and give them the URL to view yours bills and a few other applications on the site. There is no view only access login though.

No, I didn't want to set-up a sub-account. I wanted to give other users access to my main accounts. However, can I control review only vs. updating acct. information?

Are you referring to sub-accounts? If so, choose the dropdown at the top of the page showing your email and select update. Then create an email and password account for them. They can then use that login for their account.
