If you're referring to recording the bill, you can click the "record" link and adjust the date when creating the transaction. If you want the view date on the My Bills page, first click on Settings in the upper right corner and go to the bills section where you can turn on a Bill Payment Date option which will allow you to adjust the day the bill is due but keep your recurrence as is.

Yes, that is a mess. I've found this issue as well. Also would be nice to be able to grab a contact and add a bill under their name..(so it doesn't create another etc.).. Oh wishes.... :)

You'll need to first select an end date for your current bill. Then create a new bill with the new amount.

Changing bill amounts
I have a bill that was $120 every month. The bill is now $50 every month. How do I change it from $120 to $50 without it changing all the previous months that is was $120? I only want it to change from this date on.
