Thank you. This was a feature we used to have to verify duplicates. Instead duplicate entries are now shown on the confirm page that you're seeing. We've updated the help text to now be accurate.

James, I thought I had the same issue. Check the Help topic "Duplicate transactions when importing". They answered how it works there.

Import Transactions - No "Check For Duplicates" button
After I've imported transactions and allocated them to budgets and categories, the screen says to click on the "Check for Duplicates" button. There is no button for that, only a Save Transactions button. This button does not check for duplicates.
