Thank you for the feedback. We implemented a checkbox on entering new Bills to make it easier to understand. A user can then update their Bill to tie it to an existing category. We will look into possibly having an option from the Settings page to allow you show existing categories instead when creating new Bills.

New bill without category
When I add new bill I don't choose category (only checkbox Add to Budget). I add it then edit created bill and choose category of budget.
